The objective of the course is to expose participants to how to improve the quality and effectiveness of their legislative processes, promote policy innovation and communication among legislatures, and ensure legislatures a strong, cohesive voice in the federal system as well as their constituents. Participants will learn the legislative process, parliamentary procedure, committee structures and functions, staff organization, governmental ethics, leadership training, constituent relations, and professional staff skills development. They will also be taught specific skills such as bill drafting, legislative oversight and accountability, civic education, ethics, federalism, information technology, legislative management, new member training, accountability, corruption, and transparency in government.
